BID TITLE: SUPPLY OF LABORATORY EQUIPMENT UNDER GF PPM GRANT

Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

Background

The Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and that affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers. IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Scope of Bid

Bidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.

Invitations to Bidding

IHVN is soliciting for interests from reputable bidders and organizations with relevant experience in carrying out services listed on our ITB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

Bids must be properly sealed;
Availability of a Company profile;
All Bidders must include copies of tax clearance certificates for the past three years i.e. 2017,2018, 2019 & 2020 if readily available;
Availability of audited financial statements for the last 3 years
All bidders must provide evidence of at least two similar Jobs made in the past for IHVN or any other organizations;
All bidders must provide proof of registration with the Corporate Affairs Commission (CAC);
Bank Reference Letter;
All bidders must indicate their bid validity period. The bid validity period will be 90 days, starting from the date of deadline for submission of the bids.

Technical Evaluation Criteria

For all equipment listed in annex 1 table of specification below, the bidder will provide in his bid:

The Brand, Catalogue number and type of the equipment
1. A leaflet (documentation) of the equipment

Upon delivery, all equipment will be accompanied with a user manual in the English language.

Submission Requirements

All bids must be in ink or type written; submission in pencil will not be accepted;
Copies of the complete hard copies of technical and financial bids are to be submitted and marked separately in sealed envelopes must be sent via courier or hand delivered, in a sealed envelope or parcel to the following address: INSTITUTE OF HUMAN VIROLOGY, NIGERIA Pent House, Maina Courts, Plot 252,Herbert Macaulay Way, Central Business District, Abuja, Nigeria. Attn: Procurement Unit;
Apart from hard copies, all quotations must also be submitted in Excel Format (Tables) and Word format (proposals) on a separate flash drives. Any quotation without soft copies (for technical and financial proposals) will not be evaluated. The flash drive should be passworded and the password shall be contained in the sealed financial bid envelope;
All quotations are inclusive of all associated cost for deliveries (loading and offloading, payment of levies etc);

Financial evaluation will be based on least cost selection;
Bidders must indicate their bids in the bid register before dropping it in our bid box;
All bidders must tender to the detail specification as these are sensitive commodities;
The corrected price is what will be considered as the bid price;
As time is of the essence, delivery of goods shall be within 6 to 8 weeks from the date of receipt of L.P.O by contractor.
Bidders must attach a copy of the products catalogue of the bided items or get a sample ready for verification at the time of bid evaluation;
Bid must be in Company’s Letter head, duly signed and stamped by an authorized company representative;
All enquiries regarding the proposed application for the above should be addressed to the Deputy Director Procurement/HOD SCM of IHV-Nigeria;
All Bids are to be submitted in the bid box at our head office on or before 10/07/2021 @10:00 am.

Notice:

Bids which must reach us within fifteen (15) working days from the date of this publication should have the title of the BID written on the “Top Left Hand Corner” of the envelope.
We can only achieve our aims of long term success if you provide an outstanding service and quality products. To this end, IHVN shall reserve the right to terminate any contract midway or after delivery of services/goods either for non-performance or non-compliance with specification, delivery time and any other terms of the contract.

8. Communications during the BID Period

The Procurement Team at IHVN will respond in writing (via email only) to any request for clarification of the BID that it receives by the deadline indicated above. A consolidated document of IHVN’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be sent to all prospective bidders who have acknowledged the BID.

There shall be no individual presentation by or meeting with bidders until after the closing date. From the date of issue of this bid to the final selection, contact with IHVN officials concerning the bidding process shall not be permitted, other than through the submission of queries and/or through a possible presentation or meeting called for by IHVN, in accordance with the terms of this bid.

Project Overview

The Strengthening Global Health Security Agenda in Nigeria (SECURE- NIGERIA) project with funding support from US-CDC, will support systematic implementation of COVID-19 AEFI surveillance. This project will establish/expand cascading structure for AEFI monitoring at the national, state and site level. In five states in Nigeria, this project will strengthen AEFI identification, reporting, investigation and causality assessment of AEFI (mild/severe). Working closely with NPHCDA/NAFDAC, this project will support safety monitoring for COVID-19 vaccines providing evidence for decision making at all levels.

Position Overview

This position is responsible for the data analysis of SECURE-Nigeria’s project on Adverse Events Following Immunization (AEFI) Surveillance (and will work at NAFDAC). The Data Analyst will work closely with the NAFDAC surveillance team, Project Manager and Project Director to provide leadership in analyzing and interpreting AEFI data, The AEFI Surveillance Data Analyst will be responsible for managing AEFI central data base and AEFI reporting platforms.

Key Responsibilities

In collaboration with the relevant stakeholders (NAFDAC and NPHCDA), s/he is to support data analysis and management
Provide technical support in data analysis from ongoing AEFI surveillance across all supported states and facilities.
Support AEFI data repository at NAFDAC
Ensure all incoming data from supported states are collected and accurately reported in a timely manner.
Perform routine data quality checks, data gap analyses, and data backup.
Prepare scheduled data reports as requested by relevant stakeholders.
Train AEFI surveillance state teams on proper use of data collection/ reporting tools.
Support the implementation of databases, data collection systems, data analytics and other strategies that would optimize statistical efficiency and quality.
Identify, analyze, and interpret trends or patterns in complex data sets.
Conduct trend analysis of surveillance data.

Requirements:

Essential

A university degree (MD, MBBS, BMChB, BPh, DM, RN or B.Pharm, BSc in health related fields) with at least two years’ experience managing large data sets. Experience in pharmacovigilance systems is an added advantage.
An advanced degree MSc or MPH in epidemiology statistics, public health or related public health related fields
Excellent proficiency in use of statistical (STATA, SAS, SPSS, and/or R) and Microsoft packages (particularly Excel and Access).
Complex data analysis and visualization skills.
Excellent interpersonal, written, and verbal communication skills.

Desirable

Ability to integrate into the team and manage interpersonal conflict and personality differences maturely.

Experience managing a central database.
Diplomatic and interpersonal skills with ability to build strong professional relationships with a range of stakeholders.
Strong analytical (quantitative and qualitative) and communication (written and oral) skills.
High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.

The cross cutting disease surveillance network consist of 3 separates parts will include 3 surveillance activities; (i) acute febrile illness (AFI) surveillance (ii) Serologic surveillance using viral load (VL) remnant specimens from people living with HIV (PLHIV) (iii)serologic surveillance using stored antenatal care (ANC) stored dried blood spots (DBS). The Acute Febrile illness (AFI) project is a hospital based prospective active surveillance project to be implemented in 6 tertiary facilities in Nigeria across 6 states including FCT. The results of this project will provide data to support more reliable estimates of the burden of disease, and updated evidence-based algorithms for the management of febrile illness; generate valuable surveillance data which will inform programmatic planning for effective prevention and control of infectious diseases.

Position Overview

This position is responsible for the data analysis of SECURE-Nigeria newly established project on crosscutting communicable disease sentinel surveillance which includes Acute Febrile illness (AFI) sentinel surveillance and serological surveillance. The data analyst will work closely with the NCDC surveillance team including the SORMAS team, project manager and project director to provide leadership in analyzing and interpreting data to provide ongoing data report on the findings from both AFI and serological surveillance activities. The Position holder will conduct evaluation of etiologies of acute febrile illness among patients in targeted healthcare facilities in Nigeria while also

Key responsibility

Provide technical support in data analysis from ongoing surveillance activities across the 6 sentinel sites, data interpretation using statistical techniques and providing ongoing reports.
Support the implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
Identify, analyze, and interpret trends or patterns in complex data sets
Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.
Conduct data analysis to determine causes and patterns of acute febrile illness (AFI).
Support the development of surveillance questionnaire to collect epidemiological data.
Support the conduct of post surveillance evaluations.
Periodic surveillance of finding from AFI and serological surveillance.
Conduct trend analysis of Surveillance data.
Identify and monitor key performance indicator for communicable disease sentinel surveillance.

Requirements:

Essential

Advanced degree (MD, MBBS, BMChB, BPh, DM, RN or BSc) with at least 2 years’ experience in disease surveillance. Two of this must be related to medical diagnostics.
An advanced degree is needed (MSc or MPH).

Position Overview

S/he will serve as the Project Manager for the cross cutting disease sentinel surveillance project. This position is responsible for the management of SECURE-Nigeria’s newly established project on crosscutting communicable disease sentinel surveillance network. This includes Acute Febrile illness (AFI) sentinel surveillance and serology surveillance. The Project Manager will work closely with the NCDC surveillance team and provide leadership and strategic direction for this project, its coordination and use of diagnostic test to better identify the cause of fever and epidemic-causing pathogens from remnant viral load and ANC samples.

Key Responsibilities

Provide technical and operational support, training, as needed to implement sentinel surveillance for AFI and serological surveillance using remnant viral load and ANC samples.
Support the capacity of NCDC to implement sentinel surveillance for epidemic prone diseases.
Develop close working relationships with Acute Febrile illness & serologic surveillance investigators and key opinion leaders in the field.
Support data analysis from ongoing sentinel data
Play a leadership role in the scientific team as the AFI and serologic surveillance expert, and a key coordination role amongst NCDC and IHVN team.
Support AFI sentinel surveillance and serologic surveillance across all six sentinel sites
Ensure that activities and diagnostics conducted are of the highest quality, in accordance with global norms for diagnostic tests.
Manage and supervise sentinel surveillance project staff.
Manage a team of scientists and project managers in each sentinel site to execute established programme goals.
Report to the stakeholders on progress of individual projects and budgets on a regular basis and present interim reviews for stakeholders review.
Prepare reports and presentations to the CDC.

Minimum Requirements:

Essential

Advanced clinical degree (MD, MBBS, BMChB, BPh, DM, RN or equivalent degree) with at least five years’ experience in disease surveillance.
An advanced degree in epidemiology, public health or related background is needed.
A thorough understanding of IDSR guideline and relevant infectious disease epidemiology and public health issues.
Strong scientific background with a track record of published studies.
Excellent interpersonal, written, and verbal communication skills.
Strong project management skills;

Desirable

Proficiency in the use of data analytical software.
Proficiency in Microsoft Word, Excel, PowerPoint, and Access.
